Yeah, I tried it and there's only one model of Cloud, which means they have made an animation to hide the wing :/

I noticed that some codes in the NTSC and FM version is exacly the same in all versions. Donald to use magic? Doesn't he automaticly have that animation when you're playing as him ^^' And you're sure about the weapons? Are you trying to use them on destiny island when you have the wooden sword? If so then it's not because of the codes it is that Wooden Sword is unequipable ^^'
