I'm assuming you're talking about George Newbern, who voiced Sephiroth in nearly every English Final Fantasy-related title with voice acting. However, Newbern didn't voice Sephiroth until Kingdom Hearts II--in the original Kingdom Hearts, Lance Bass (of NSYNC fame) actually voiced Sephiroth. That is probably one of my favorite trivia details about the KH series.
The KH wikis won't report on things like that because they're either minor details or speculation. Because we know Xehanort's character, and therefore presume he's lying most of the time, we assume he's lying to Terra--but I don't think he ever explicitly says he's lying. I don't remember the scene too well though. I think the simplest answer to the original question is that I believe the order must be preserved for someone to come back--that is, first their Heartless must be destroyed, then their Nobody, as was the case with Ansem SoD/Xehanort's Heartless and later Xemnas. Defeating Xehanort, then Xemnas (or whatever Nobody is born), then Xehanort's Heartless would disrupt the order and prevent him from returning yet again (theoretically). I'm sure it won't be that simple, though.
The problem that I think will plague the Kingdom Hearts series as it expands is that there isn't really an official stance on what is and isn't canon. It hasn't really been an issue until Chi, but if the series continues its current trajectory either Nomura or the fans will have to make some choices.

The only caveats with it are that it's less portable than the first, and the battery life is only around 4hrs (because it's such a beast). What really sells it is the graphics power--with the first, you'll be able to do some gaming. The second laptop features not one but two dedicated graphics cards. It'll handle most games and applications you throw at it for many years to come. It's a powerhouse, but you're going to pay for it. Anything outside this price range I think is just excessive for a laptop--at that point, you should probably just consider building a gaming desktop and having a cheaper laptop on the side for light gaming & computing on the go.
Hard drive space really isn't an indicator of computer performance or issues, unless your hard drive is near full. If you have weird quirks about your computer, it's possible that the registry is messed up. Nights is correct that the easiest way to clean up your registry is to do a fresh install of Windows, but programs like CCleaner can also help. However, it seems your issues are fairly minor. You should post on Microsoft support boards. They're more likely to know what's going on and to be able to help you.
Xemnas is a ridiculously easy boss battle. You can probably take him on around level 50 or 60. You won't be able to use your drive forms as you only have Riku in your party, so the only benefit in leveling them is getting the growth abilities; however, you really don't need to max them for the Xemnas fight. Ultima Weapon is useful and pretty easy to synthesize. Sephiroth is a much harder boss fight; preparing for the fight with him will likely be necessary, but Xemnas is pretty simple.

Aw man Enzy you're not alone, I was also a little confused by having the shirt all the way buttoned up without any kind of tie. This is just a promo shot so I imagine it could change or look different in show. Otherwise I quite like the outfit, it's not as goofy as Eleven's but I suppose Capaldi won't be a goofy Doctor (at least, not in the same sense as Eleven). Very excited to see the costume in action. Now all we need is to get rid of Moffat...

It's bad. I saw it in theaters because I had nothing better to do and I can get in for free. Waste of time.
It's false. The rumors didn't appear until long after the film's release (around 1989, when the movie released on VHS), when the movie had already reach its fame (and made a ton of money). The people debunking the rumor had little if anything to gain from it being false (like a Munchkin, who had surely already been paid for his role). Further, this completely ignores how film sets work--every inch of it is watched & covered by the crew. There's no way a suicide could have progressed without anyone noticing and, further, that the editing team would use the footage. Unfortunately a lot of the little people used within this film had negative rumors spread about them (Judy Garland was kinda a bigot), I think this is one of them. It's all good and well to be entertained by and wonder about myths & legends, but you've also got to recognize the (overwhelming) evidence against them.
