Check your audio levels. When the mic is plugged in, right-click the Volume icon in the system tray and select Recording Devices. Find your mic and play with some of the settings. For whatever reason, sometimes Windows turns down inputs considerably.

Jiku is right that ignoring silence (and even noises) is a learned ability. I used to be incapable of reading when there was any noise around me, but a combination of school lounges and reading at work helped with that a lot. Otherwise, if you find you're getting distracted, environment is a big thing you can change. Try to read in a room where you can't find a distraction. A room without an easily accessible TV, stereo, computer, etc. is ideal for reading because you won't get distracted, but sometimes you need a little atmosphere too. http://simplynoise.com/ can be helpful. Candles, nice lamps, comfy couch, that sort of thing. I also can't read unless the room is clean. It's also possible that whatever you're reading just isn't engaging you, or if it is, is just challenging to read ( THERE IS A DIFFERENCE ). I'm really digging and interested in Night & Day by Virginia Woolf, but I can't read more than a few pages a night because her writing is quite challenging for me. But if you're not drawn into the work, it might not be your fault.
