Yeah, you did a great job with the outline! I can't say for sure, since you said the scanner removed some shading, but it looks like you should go...
I wouldn't say that it's as bad as tracing, because it shows more observational skill. Still, when you are using a reference picture, you should always find a way to make it your own. Play with the linework, shading, colors, backround, etc. And you should loosen up your hand. When copying something from a picture, the more you try to make it exact by following each line, the worse it looks, because you lose the element of movement. The subjects don't have to be in the EXACT position as the original, it's more important that you capture the "personality" of the drawing, and make it look 3-dimensional. In other words, take some more creative liberties, and you're fine ^^

I'm no Miley Cirus fan, but people really need to grow up. Maybe it wasn't the smartest thing for her to do, but any rational person can see that this wasn't some malicious hate crime. They're just stupid kids having "stupid kid fun", and she should have the right to do that, regardless of her fame.

You've actually got the proportions pretty good in the second and third. The "ideal" human body is 8 heads tall. Just make the neck shorter (it should be about 1/3 the length of her head) and you're good. Her hair needs a lot of work though. The shape of Xion's hair is much different. It is shorter than that on the sides, and those three bangs in front don't go across her face, it's only on one side. Look at a picture for reference, if you have to (I'm looking at one right now so I can help out better XD). And the highlights are WAY too bright; it sort of looks like a headband. The highlights should be about halfway between the color of her hair and the color of her cloak. Even more importantly, you should have the highlights fade into the rest of her hair, that way they don't look like bars. My last big criticism is her eyes. Xion's eyes always look sad/lonely, even when she isn't. Study a picture of her, and learn how to copy the general shape of her eyes. And color the entire iris; not just the pupils. The rest of her iris should be around the same shade as her cloak.
