Not necessarily. Sometimes it's possible to tickle your own feet by lightly circling your fingers over the sole. Also if you try digging an elbow into your thigh, sometimes you can get a ticklish feeling from there as well. ;)
In the meantime, maybe they should try to find the answer themselves instead of just giving it to them. After all, being told the answers isn't as satisfying as the journey to find them yourself. :) There's actually ONE way to tickle yourself.
