I said I wasn't sure, but according to the comments it is banned. I don't really know why it was, but it's probably because of the racist caricature. But it doesn't seem all that extreme, in comparison to the others I've seen. Most banned early 1900's animations are because of racist humor and stereotypical racist caricatures. Overlooking this though, there are some really neat animations despite the stereotypical depiction, which are unfortunately banned.

For the moment the only notable trait which disproves the Aqua being the 14th Member theory is the color skin, like Paladin already brought up. In the scans, the member appears to have a dark tone, much like Xemnas himself. Will prolly be a link between the two?
