Well we can assume that it's Meta-Crisis Doctor as opposed to the actual Ten, though I suppose it's entirely possible that it'd be an untold chapter of the actual Tenth Doctor and Rose. I can't begin to imagine what they have planned for Hurt though. 50th anniversary special is bound to be spectacular with that cast list though.
It happened before, in a way, with the first The Master episodes of New Who. That was successful enough, an episode or two mostly without the Doctor, focusing on the companions. I'm positive that anyone who would be willing to write off The Doctor would have a very good way of bringing him back believably if they wanted to, and none of Doctor Who's writers have been actually bad enough to write something completely unbelievable.
Killing off the Doctor wouldn't necessarily end the show. There's always Tennant's Meta-Crisis Doctor and Rose, Martha and Mickey, or even Jenny that could be revisited and keep the show going for a while, as well as Clara herself. Then there's also The Master, who is supposed to be returning at some point. I won't deny that they'll have to bring The Doctor back, but killing him off "for good" for a while would be perfectly fine.
A timelord can only regenerate 12 times, for a total of 13 incarnations. There have been exceptions, though. But also a timelord can be killed completely in certain circumstances. You can't always regenerate from everything; the body has to be mostly intact for regeneration to occur.
For convenience's sake, if anybody is having their characters report to the basement level as Leeron just requested, could you quote this post and list the characters of yours that will be there please. It would make the next part of that section go a lot smoother. In addition, there won't be any classes while the threat of Abductors is still active, leaving students free to do what they want -- within reason -- while it's happening, if they're not lending a hand.

Though, thinking about it, I should probably warn you that the Fire type starters were very popular today. If you get into any battles with your fellow students, you will have to take care." ~~ Superintendant's Office~~ Elsewhere, the Superintendant of the school, Leeron, was speaking on the phone to some unknown person, who apparently had some news that the woman(?) did not like, as her(?) face was contorted very worriedly. "And you're absolutely sure it's them? They haven't been seen for almost two years." she(?) said to the person on the other side. "... I see. Then we'll do what we can for those they've take, but we might just have to-- ...Alright, see what you can do your end, and I'll handle mine." With that, the call ended, and Leeron moved herself(?) over to a microphone that was connected to the entire school via intercom, pressed a square, red button on the seat of it, and began to announce her(?) news to the entire school. "Attention Nintendo High. This is your beautiful queen, Superintendant Leeron issuing a school-wide warning and announcement. As I speak, our fair city, Tokyo, is being invaded by people we know only as Abductors. We do not know what they want, and we don't know where they come from, but wherever they appear, they are known to abduct females for an unknown reason. As such, I would like to ask all the teachers and senior students for assistance in keeping all female students within the walls of the school until the situation has passed. For those that have family or friends that may be at risk outside, please inform us after the crisis is over and we will ensure to find if they were safe." Leeron took another deep breath, before going on. This was it. She(?) had to reveal to the school something that she(?) had sworn to keep secret. Hopefully he would understand why she(?) had to afterwards. "I would like the following students to report to the basement level for immediate deployment: Cayenne Suzushiro, Andy W. Hol, Malloy Direzza, Zessica Wong, MIX, Sazanka Bianca. In addition, we request the presence of any students or teachers capable of piloting robots, or male students that have abilities that may otherwise be able to assist. Lastly... ~~Temporal Tower~~ Near the top of the great tower, in a room directly opposite Zelda's makeshift prison, another of the structure's prisoners slowly awoke, her eyes slowly opening and taking in her environment as she did so. Immediately, her reaction was to attempt to move, but her arms were chained tightly above her head, preventing any actions of significance. She attempted to force them to break, but both her magic and her strength failed her, and she ended up merely slumped against the wall to which she was chained once again, quietly wondering just what was happening, and why she was in this state. The last thing she remembered was being attacked in that strange dimension she had reached through the Savannah. After what felt like hours, but was in truth only a few minutes, footsteps could be heard from outside of the dark stone room, and the door opened. Because of a combination of weakness, the darkness in the room, and the brightness outside of it, Reinforce Eins was unable to tell anything about the figure that appeared before her besides that they were female. After a long moment in which they two merely stared at each other, the figure spoke to her. "So you have finally woken up, my precious tome..." the woman said, with a slow, purposeful tone that made Reinforce want to shiver, despite fear not being something that came easily to her. "I wonder... do you know where you are?" she asked, as Reinforce slowly began to recognise a little more about the figure; namely that she was holding some form of staff in one of her hands. She was unable to respond however, and after another moment, the woman replied anyway. "This is the Temporal Tower. A place in which time in maintained, and indeed, with the right method... can be altered." Reinforce was confused. Altered? What can be altered? She thought. Time itself? But that... "To do such a thing, an incredible level of magical strength is required, however. Far more than any one person would be capable of providing. And the more you wish to change, the more power you would require. And to stop it entirely..." "Stop... time...?" Reinforce managed, unable to comprehend what she was being told. "Why...--" "Perhaps stop is the incorrect term. It would be more accurate to say... what we wish is to destroy it." Seeing Reinforce's eyes widen in response to this, the woman went on. "Now, don't be so alarmed, my dear tome. Think. Without time to progress your weakening, you would be able to spend an eternity with your mistress and her friends. You would never age, ...or feel the pain of losing somebody. Time does so much much ill to us all... do you truly believe that such a thing is wrong, Administration Program?" "Yes... of course... I do..." Reinforce said, as her strength slowly began to return. "Time is something that I never have had the fortune to endure. I have never been able to spend more... than a short amount of it with any one person. Why... would you take that away from anyone?" Suddenly, the woman snapped, who Reinforce could now see had what most would judge as an attractive figure, with long hair that seemed to be a fading black, slamming her staff onto the ground. "What right does time have to take life from us?! What god granted that right to anything?! You of all people should understand how--" She was suddenly cut off as she keeled half over, placing her hand over her mouth as she coughed violently into it. From between her thing fingers, Reinforce could clearly see a hint of dark red seeping through. The woman was coughing up blood. She assumed that was what this was about; the woman was clearly dying slowly, just as she was. Finally, after a long minute of coughs, the woman stood back up and, wiping her mouth off, spoke once again. "Very well..." she said, taking on her slow tone once again. "If you will not help our cause willingly... then we shall simply drain every bit of your mana against your will. But first..." She turned away, looking back to the doorway, where it was suddenly obvious there was a second person standing, this one younger, and male. "Yakushi..." she said, looking at him.
