Thanks for the extra info. I agree than; if we allow the moves at all, only one usage of Minimize per active Pokemon.
You could just trade people though ._. EV Training with mobs? Just use Super Training. I've tried mobs, and the latter method is much quicker in my opinion.

Doesn't answer my question. A simulator is using only generated Pokemon.
The solution goes back to this: two separate tournaments, one using 3DS systems and games using all of the rules agreed on, and one using the simulator using all of the rules agreed on excluding the generated Pokemon rule (duh.)

Then...really, what's the point of using one's 3DS? Everyone has to use generators for this to really be fair.
You cannot actually train Pokemon to have certain IV's: it's purely strategizing how you breed them. If you want perfect IV's, the most effective way to go about it is having someone in your Friend Safari with Ditto's, since they automatically have a few perfect IV's that can then be bred into whatever Pokemon can breed with Ditto. EV Training, as of X/Y, is easy. Get the Pokemon you want to EV Train, spend around 12 minutes with the Super Training mini-game, focusing on the games that affect the stats you want or using bags to help, and you'll have a Pokemon EV trained for what you want it to do.
It's a rule that I proposed, that's all. If I could prevent the use of generated Pokemon against Pokemon that people actually put time and effort into, I would. HENCE THE WHOLE POINT OF ME SAYING THAT I TRUST PEOPLE. But fine, if you want, have your generated Pokemon. I won't partake in a 3DS Tournament if I know I'm going against someone who didn't work for what he or she is using, and I did. Solution to this: simulator it is, guys.

Main reason I can see why it was banned was for the Shadow Tag/Encore loop. We could just ban having both that Ability and that Move on the Pokemon.
There really is: you're not using means intended by the makers of the games; you're generating code on an outside source. Should I include a rule that forbids the use of outside sources for attaining Pokemon, like using one's computer? Reasonable, so I agree.
Implying I did waste my time, because I stuck to training my Pokemon using only the games and consoles that I legally own. Look, I don't want this to be an argument about generating. If need be, we can just stick to the simulator, but I'm adamant in my belief that the two formats should not be mixed for tournaments.
I explicitly stated that the rule is only for the 3DS games, and that I trust people not to do that. Smogon have some good rules, so yeah, they're pretty similar. I did change a few things, but only so much needed to be changed in my opinion.
Then don't partake in the 3DS Tournament. It's simple, mate. You can play in the Simulator Tournament :P
Like I said, there has be to a certain amount of trust that you didn't just generate those Pokemon. I do trust that you didn't, unless you explicitly state that you did. (also, we do want to be more courteous to people who don't play competitive frequently, even if it is a tournament) ALSO I MADE THIS.

Well, for the 3DS tournament, I'd have no problem at all playing against other imperfect Pokemon. However, I'm not one to deny that some people legitimately trained perfect Pokemon, and in that case, the fault is mine for not perfecting my team. I just kinda don't expect that to be the case every match. No reason to delay one for the other, honestly. I mean, once we have brackets and rules set.
Then the solution to that flaw would have to be exclusively using the Simulator. 3DS Tournaments rely on a certain amount of trust, unfortunately. For myself, I can saw that I didn't spend 150+ hours on my Pokemon to simply be put against generated perfect Pokemon.
Then...are we going to give people the choice to decline matches when they have to play on the simulator and aren't used to it? I'm really uncomfortable with the idea of mixing formats: some people only play on the simulator and are thus exposed to only battles using mostly perfect Pokemon, and some only play on the 3DS and are thus exposed to only battles mostly using imperfect Pokemon. Two separate tournaments for each format is the best solution to this. I've trained my Pokemon to the best of my ability using only what methods I have available (that don't include cheat devices, generators, exploits, etc.) I don't have Black 2/White 2 to use for Transfer moves, I don't have IV-perfect Pokemon, and I don't have duplicates of items that can only be bought for BP.
