Hey, people. I think that maybe Roxas was born as a typical nobody like Sora was a typical heartless. Then Xemnas gave Roxas a human-form and based his looks on Ventus, who Xemnas apparently knew from the past. That's it. Im just throwing this out as a thought, so dont jump on me. xD
