You might want to check and see if your school teaches it as a exploratory-type class. That's where I learned to type, and it really is very effective.

What they mean by "free speech" is that you could have told them that no, you didn't like school, and they couldn't have locked you up or beaten the living crap out of you. It's not the choice to lie or to tell something, it's right to say whatever you want without consequence of the law.
But were they mentioned as a specific exception to our given rights? Somebody ought to take that to court...see if they can declare it unconstitutional.
