lolz at your **** tier list. Sephiroth CAN be extreamly damagin. The Emporer may fail against the characters you mentioned. But is vertuly untouchable against others. Much like Ex-Death. They both have similar styles, yet are on the oposite end of the Tier-List. Kefka's brave attacks are hard to dodge, and hurt a lot.
