It would help if you have all drive forms at level seven. Guard everytime you can when he is shooting at you (Will this work with his desparation attack?). You can use Knocksmash to take of at least two hundred of his health. If you have Final form (I usually get it in this battle) you can use that and depending on your level you can take off a lot of his helath.
