Did you heard about dem vanilla pendulums. They can have no effects. Also if you think about having scales 1, 7, 4 and 8 I say some downsides are required.

Vest gets nope, because you can throw guy with it on to dark hole thousand times and he still won't be destroyed. Makes sense? No. And I believe this show follows at least some kind of logic.

In hedquaters case its something like malefic world, its not strong enough to nerf it. As for vest, prevent first destruction from anything by destroying itself seems far more reasonable than surviving falling into dark hole just because you have vest. After all vest uses its durability afterwards and just wont be able to protect you as good as before afterwards.
Steve don't pass, just because it can search itself afterwards. Hedquaters are OK for now. I don't see how Bulletproof Vest make sense to stop effects and prevent targeting so I will say no, just because its a huge design error. Also it prevents any card destruction of a monster with effects, so even more no. To rest I'm going to say ok for now.
