Her dragon form was her heartless, it was all her darkness turned into herDragon Form....If that makes sense. But what should be a very needed question is, why doesn't she have a Nobody? Because they are cannon characters. You can't just make Nobodies and Heartless from Cannon characters.
It was a last resort, she was filled with the darkness from Ansem's blade, remember he said something about darkness. So she was more or less forced to form and overflowing with darkness.
