A BIOS is a id like thing to confirm it is a actual ps2! it is not illegal, because it confirms you have a ps2, therefore making it legal to play pcsx2, but it is illegal to host a BIOS on the internet. It will do nothing to a ps2 if dumped out of one, as long you dump it correctly. go to http://www.pcsx2.net for more details...
