Photoshop gives you more options and better layouts, but it costs money. Gimp is an average one where you have to extract brushes and stuff off the internet and it's free.

The problem with Pokemon was adding every new character they could draw. Then they got hammered drunk, blabbered and wrote it down as a pokemon name.
