How can you replay BBS if you've never played it?
I'd go with the Vita and wait for a price drop on the PS4. The Vita currently has more (and better, imo) exclusives at the moment and will be able to use Remote Play with PS4 games when you eventually get one of those. Vita TV is awful, though. Only a 1/4 of all Vita games are compatible with it and based on the Japanese version, it won't let you use anything but your country's PSN. If they fix compatibility and PSN, I'll probably go for it but for now I won't even spit in its general direction. Source

I think Birth by Sleep: Volume 2 was just a working title or code name for Dream Drop Distance. When you think about it, DDD does seem like a continuation of BBS more than it was for KH2. Just look at it. For BBS, it tied up the issue of Ven not having his heart anymore, explained exactly what Xehanort's been planning since before BBS, and made it clear that both Terra and Aqua's downer endings will be resolved in KH3. All it did for KH2 was explain what that letter was about.
