Yes, because at each transition point you interpret it as moving in the other direction, hence why it's an optical illusion. However, when the file is stripped down into frames, the figure is moving clockwise in a loop, it is simply drawn in a fashion that when put to motion tricks the brain into being able to interpret its direction as the opposite when the leg falls into the body of the silhouette.
Wrong, the file is a .gif animation, it has around 34 frames of animation before it loops, turning clockwise. However at frames 11 and 20-something there is a point where her direction is indistinguishable due to her spinning leg blending in with her body, you are unable to tell if her leg is presently behind her body, or in front. Depending which of these 2 specific frames you see first will fill in the blanks for how your brain interprets her direction for the duration of you viewing the animation. You can change her direction back and forth by unfocusing and trying to restablish focus at these particular points in the animation.
