I agree with this, mainly cos I get insanely confused when people change their names. It's ok to me if they change it to something similar, like ~Amber~ changed to ~Ambrosia~, but it's a pain if it's completely different and you have to ask someone who they are, or look at their email address. :/ It'd probably make a bit of sense to allow 1 name change for every 1000 posts, cos normal members need to become prems to change their names again anyway.
