That's correct but given the understanding we have of bending I'm pretty sure if a non-bender mates with a bender, the result will always be a non-bender or the bender's element. This is because it's possible for somebody to "Carry" the bending gene (i.e. neither of Katara's parents were benders so somebody was carrying it), but I'm pretty sure it would yield to somebody who was actually a bender. I can't think of any examples right now, I don't think we were given any. Haru was the son of a bender and non-bender, but we don't know if his mom was carrying a gene or not. It's doubtful. Besides Spoiler The idea of Amon being Mako and Bolin's father doesn't make any sense for other reasons, for one Mako said it happened in front of him, which would make the survival of his dad pretty doubtful.
