Most of the time, yes. But in some RP's you can have more than 1 character. You would just have to make sure that it is ok with the person who started the RP. But you can have many characters in different RP's.
In a nutshell Role-playing is where you pretend to be another person/creature. Its like writing a story but other people get involved. For example: 1st person (The boy is this persons character): He walked along the moonlit path staring up at the sky, suddenly he saw a young girl dressed in black. "Are you ok?" he said as he slowly approached her... 2nd person (The girl is this persons character): She turned to face him, "Oh yes, I'm fine." She said quietly... And it carries on like that. I'm useless at explaining things ^^"

I haven't bought a Pokemon game since Sapphire came out. I think they're still kinda fun, but the old Red and Blue are the best.
