Yes you have to level up summons. I leveled mine up in Radient Garden. Here is how: Go to Merlin's Go outside and summon a summon ( I reccomend Peter Pan or Genie) Go around the entire area fighting Heartless until they disappear. Then summon them again. When they are down to their last bar, quickly go the closest save area that allows you to go to the gummi ship (Merlin's place). You can also choose to go into Pooh's story book as well. This will refill the drive gauge to its max so you can continue summoning.
