I think she was talking to both of them - mostly to Roxas, as Roxas remembered the promise, unlike Sora.
I was like, hey wait, this isn't the same guy on the cover (coz i hadn't played KH) nd i was quite confused. I liked Roxas, but you didn't do much with him.
My fave cutscene is when Namine and Roxas see each other again in The World That Never was, OR! When Belle punched Xaldin in the stomach lol, that was ace
