Someone went overboard with smudging. It really has no sense of linearity and flow, and your eyes move all over the place with this. The focal point(Which seems to be cloud) is extremely out of focus and he's now more blurry than he was in the original picture(How did that happen?). The black border isn't very well done and not proportioned in the slightest and the colors don't look very well together(What the hell is with the blue?). Go have a field day with tutorials.
Yeah, this is happening to me too. I try and connect to the site, and the browser returns with the message "The connection was refused"(I'm using firefox). I'm using a proxy currently, though I don't see why my IP can't connect to the site.
