When anyone wants to win they just need to have more S/T cards in the field than the opponent has in their hand, and that can be either via discarding, which i use the most, or prevent them from being played, with things such as Horus itself.

After that just negate anything that would increase handsize, and the duel is won.
Perhaps not that turn, perhaps not next, but eventually, there would be nothing to stop the oncoming attacks.

And Dark World, Heralds and Decking out aside, you can't do anything to tun the table.
Anything at all.

Also, one last thing, ban Cyber Jar and Fiber Jar.

Fiber Jar with Taiyou is more effective than Black Hole + Heavy Storm, as it bypasses even Dark World. It pretty much resets the duel too, so it makes it as if you're playing the first turn again, except without the normal summon and the chance to attack.

Cyber Jar is less effective than that, but it still can give you a look at your opponent's hand.
If he summons anything, it will get toasted with Lightning Vortex or Raigeki. If he doesn't, Heavy Slump bait, and if not that, you still know he'll only have Spells, Traps and level >5 monsters, which prevents Card Destruction for graveyard filling and more.
