Under most circumstances, it isn't... since you can't get previous generation Pokemon until you complete the game.
I found a method to get around it.
My mate had finished his game, so he could get the previous gens. So I gave him my cartridge and he transfered my shiny Charmander, then... he traded it directly to my White. lol
