Ah, alright.
First off, stay on the land because you can't dodge his attacks if you're in the water. If you have the beads equipped as your secondary weapon, shoot at him; though I prefer having the beads as my main because it's easier to string combos together and you don't have to be as close to do damage.
You can avoid his very slow bullets by jumping out of the way, and if you have the Reflector as your main then you can go in for short melee attacks then jump back to avoid his counter-attacks. When you get enough hits in and he falls over and turns a mud color, use the bomb and slash brush techniques to deal more damage.
Repeat this until you defeat him, and items like Steel Fist and Steel Soul Sake, Exorcism Slips, and Vengance Slips are helpful if you have them.
