      Crime rates spiral out of control. Humanity is on a path of self-destruction. Two guys show up with an army and basically force people to behave by putting them in special facilities where they are watched. One of them just wants to watch over the people until they can be trusted to be set free and the other wants to wipe out just about all of them. So then the good guy of the two gets a small group of people to fight against the "bad guy".
