But it may have something to deal with the electrical crisis we had back in January-June
In order to save the power the whole city and provinces had to be powerless for two or more hours (at alternated periods of the day for different areas)
This was because the turbines that generate said power, were severely damaged (and they still are), but since the Gury (A dam) was filled due to the rain period we no longer need to save power.

To tell you the truth I do not know, But I believe it's because of the El Nino (oceanic and climatic phenomenon)

The amounts of majestic water that used to fall has been severely reduced, at the point that in any given moment It could be dry indefinably
