No, Gaara is gone ..Kisame coming is for Satoshi and her team to prove themselves to Suna. Satoshi won't be such an outcast or looked down upon when she saves their rumps ..and Gaara gone means that Gaara vs. Naruto vs. Inari can begin. >:3

But the council is less harsh and forceful than the last(Gaara made sure) plus they like him, so what they'll have him do is go out and capture or kill a member of Akatsuki, or the one who attacked the village, and bring them, or the body, back. The countries would think Suna as weak and easy to attack if they got owned twice in a few months time, so defeating a powerful Akatsuki member, or Inari, would show their supremacy.

Some of it ..basically Gaara is called before the council to discuss his position as Kazekage, and he's at risk from losing it, you with me so far?
