the general rule of thumb is that if you have 40 cards, at least 21 should be monsters, but it really depends on the deck. In my spellcaster deck for example, it's important to focus more on spells instead of traps because spells generate spell counters. some decks, like "Counter Fairy" decks are more reliant on traps, so it really just depends. as a general rule though:
21 monsters
10 spells
9 traps.

as i said though, really depends on the deck.
