You can control any minor characters that you want. What you have to play with is that the capital is crime infested. So create a story to build on there so that every character won't happen to start in Triwn, Lolz. Have a gang war. Become the King Pin. It's up to you. You can invite a friend to help out if you like. that way you can advance your story easier.

Also Garxena came up with an additional ability for Vampires. They can control an aspect of an element but not the element itself. For example, Garxena's Vampire Can control heat, therefore give her character the ability to freeze and heat things.

It's really up to you. I think it should be a mix. How you decide to start is also up to you, though you may get more out of starting in Ilainam

Make Bane come from Melkine. and have him travel from town to town or something. if you wish, have him go to Ilianam and make a gang or something. Ilianam sound like the perfect place for him right now. It's streets are infested with crime.
