After figuring out what you're getting at, yes, becuase that guy looks nothing like Sephiroth. However, if you wanted to RP as them they'd be OCs.
And... yeah. I'd say they'd have to count as OC's.
It's similar to how my Female Kamina and Simon are OC's.
Also, you'd need permission from the people with the original characters on top of that I would think.
I mean, it was tricky with me, because I was the original player of Simon and Kamina which is the other reason I was allowed. I'd wait for DT for the final word.
But yeah, I agree with Droid about the OC thing, but I also think permission would be needed from the other RPers who play them.
Well technically they wouldn't count as OC's, they'd count as Spoony in costume. If he's playing the role of a specific character, then it would count as an alternate universe version of said character, and while you'd have to ask the original player of the character for permission, you would be allowed to play them.
So... let me clarify... cause I'm confused.
It's okay if it's Spoony as the character itself who just cosplays (but that's all he'd be... some guy in a costume. No powers etc)?
But otherwise the alternate universe version of the character would be needing permission of the RPer who owns the original character? And yet wouldn't count as an OC?
If it's Spoony in a costume, then it's Spoony in a costume. But if it's Spoony playing the role of said character as an actor, then it's counted as an alternate universe version of said character. As with all alt. universe characters, that would mean having to ask the permission of the original character's player.
I understand now I guess.
To be fair though, not that I have a problem with it. That seems kinda awkward. You could have all sorts of people cosplaying in that sense. :/

No, just cosplaying isn't the same thing. Cosplaying isn't a canon, and the only person that can have the powers of who they're dressed as would be Bushy the character.
If that's what we've come to the agreement of, then I don't think I'm really on board with allowing another Sephirothish character with the same powers and capabilities. His involvement in the story and what not coming into play.
I'll admit, I was a bit awry about the Sephiroth thing too, but at the end of the day, since you play Sephiroth, it's your permission that is needed for him judging from how this thing works.
So yeah, if you don't want to give it, you're perfectly entitled to.
Yes, but you were stating explicitly how they'd be entitled the same powers. Even a joke Sephiroth would be plenty capable of Kingdom Arc level shenanigans.
