well it depends on what program you use. Generally there's a "Save for Web" on Adobe products in which you can reduce the size by reducing the amount of color in a picture.

I tried editting the original Kamina spanking thing as practice (and I also wanted to round off the corners this time)
I was able to succeed, but yeah, the KB is way too high. lol
And considering you managed to make the KB low enough with the same image, I had been curious. lol

I may have found a plug-in that allows GIMP to use the save for web feature though. Gonna try it.
