None of those are "alt universe characters" so much as characters that are acting entirely out of character for some reason.

By that logic, one could write their own fanfiction with a characters being stupidly out of character, then bring them in saying it was an alt universe character, but whatever, it doesn't bother me.

Not only because of her nature as a fictional Servant (doesn't even have a source really...), Nursery Rhyme also exists as twins, which would be weird.

Although that would potentially allow somebody to summon a leprechaun, since they're folklore. Maybe specify that the Servant has to be human or other human-sized humanoid. IE, Minos might be allowed, but not Red Hare or some legendary dragon.

Nursery Rhyme does exist, but in Extra, where the rules are different. Sasaki Kojirou does exist, but since he was summoned by somebody who was stated plainly to be able to break rules, he too is an exception.
tl;dr that makes sense, but you should clarify in the rules that people from folklore, myths, and legends can be summoned.

Personally, I can see why Gods can't be allowed, and I see why there can't be fictional characters to a certain extent. However; King Arthur is a fictional legend.

You seem to misunderstand why I told you that. As I said before; if you don't want me to have a horse on account that it makes the Rider class seem less unique, I am fine with that and will not argue. My point is that there was a reason behind my suggesting it in the first place.

Admittedly, you don't know the legend of Guan Yu as much as I, so I'm not going to get mad about that, but I will say this; Everything Guan Yu ever accomplished alone was done on that horse. He was deified for his exploits done alone. Thus, everyone who knows of his legend, knows and accepts that Red Hare was more his horse than it ever was Lu Bu's. This is the only reason I even had it down in the first place.

And Servants that have certain abilities by default have those abilities regardless of the class. Saber as a Lancer was allowed her sword, but Guan Yu isn't allowed even a C rank or something poorer in Riding. It amounts to the same thing. I'm perfectly fine with not having the horse, sure, but a skill is a skill, not an ability granted by a class.

I can summon an energy dragon, but not a horse. Seems legit.

I've not heard that, but that's entirely possible. It would, of course, be a Chinese dragon rather than a western one, but I can definitely see how that would work in the RP.

Honestly, I would add to and alter the one I gave you rather than the one you have. That way it's more adding what you want without going overboard rather than taking away and still leaving things fairly large. Just a suggestion.

Yeah. It's mostly a move that, in order to actually be dangerous, would need to be used in clever ways, but otherwise it's primarily just used to escape from a battle.

Essentially, it would allow her to create and control small pools of razor sharp peach blossom. On it's own it's a pretty useless ability only really designed for distracting people, but while in Oath of the Peach Garden it would be much stronger. Though it would likely count as a type of magecraft, so I imagine most classes would be fairly resistant.

Hmkay... I sort of get what you're saying there. They're there for quick reference so people aren't bullcrapping their way through high-level magecraft by suddenly saying "I haz magic resiztances lol" and the sorts. I get that. Well then, that can be added onto the form easily enough.

Nor is ranks a neccessary one. You said yourself; they are not going to actually be used, they're there merely for reference. People who have played the VNs or know of it or something would know the skill and rank system but people who just know the anime would have no clue.
