Since Red Saber is from Fate/Extra, she is actually capable of growing in power the closer her relationship with her Master becomes. Essentially; as Red Saber becomes more trusting of Patroklos and vice versa, she will become much more powerful. She will never match the others, since Arturia and her alts are definitely stronger, but she will come close.

To clarify; the more mana a person has, the stronger the Servant can be. This means that Saber Alter will be very powerful, while (at first at least) Red Saber is fairly weak. Though any Servant is still a Servant, and therefore far stronger than any mortal.

Incorrect. It means that her power is more than Saber's due to having a powerful Master.

It's not so much that she herself is overwhelmingly powerful, being no stronger or weaker than Saber overall, it's just the massive amount of mana that Hope can provide her with.
