He seriously does. The only problem is that his motives aren't fully explored; but then, neither were Scar's in the movie itself (even if we know now that he was pretty much second banana to Mufasa even as a child). It's implied that he came from a wealthy family but lost it all and was then scorned by everyone, but like I say; never explored.
