The reason being that Nagisa was said to be Howzer's pet project, she says she was born a Duman, and she's a perfect host for Dark Falz, which Howzer also was.

Howzer has nothing to do with Infinity besides being mentioned. Nagisa was his "pet project". Now it's obvious why.

And yet it makes so much damn sense.
