You might want to add that it is negated and destroyed. Also, maybe until your opponent's next end phase instead of this turn, so it can restrict your opponent on their turn. For proper wording instead of "the declared card" it should be "cards with the declared name". You should change "used" to either "activated" or "activated or summoned" depending on how you want it to work. If you want it to stop monster effects and continuous spell/trap effects being activated when already on the field, you should have "cards with the declared name and their effects"

I like the idea though. It's an interesting card, doesn't seem too weak or powerful, and fits the theme.

I went with more of a full body approach. To match the Red style hown in Light's eyes I made L his usual tone of blue. Because Light and L are the perfect match I used the same phrase, same use of letter, same style. Only difference is mine is just eyes and this one is most of L. lol use whichever, up to you XD[/spoiler]
