It would be if it had any stats to back those moves up with, but it doesn't, so it'll just end up as a glass cannon - able to do some damage when super effective, but easily taken out. Once it's a Milotic though it's going to be superpowered.

You can have a fourth move before you learn Blizzard if you like. Hidden Power might be cool, since it's a random element.

Water Pulse, it can't learn, but there's never a TM for Water Gun.
Right, here's your options; Hidden Power, Ice Beam, Return/Frustration, Facade, Round, Scald, Surf, Waterfall, Dive, Brine, DragonBreath, Dragon Pulse. The last three are Breeding moves, but I'll allow them. Don't use all of those moves, but you can have a few. Also you can learn Blizzard later.

Feebas itself is pretty weak, but it can learn a few good water-type TMs, so feel free to give it some good moves to make up for it.

What if you had a Feebas, and at some point later had it evolve to Milotic? Milotic is a pretty strong one.

There are 649 Pokémon, 135 of them from Generation 3. I'm not going to go through all of them to find an example for you, you could easily look it up yourself.

Well, I had a strange idea. You see, Blue and Gary are the same person, but different personalities. Blue is the ttly srs one, while Gary is the comic relief. Blue's team would be normal, but Gary's would be a parodied version of Blue's. For instance, if Blue had a Charmander, Gary would have something like this.

Well, Blue has his own team, while Gary has another. I've yet to decide which Pokemon he's gonna have.

May is from Emerald, and Wartortles aren't found in Hoenn, since they're a starter. I may have to ask you to switch for a non-starter Pokémon.
