How is it impossible?

That seems somewhat unreasonable. What's your reasoning for not allowing a character who has a well-known backstory and genuine capacity to be an interesting character in the RP just because they're a vampire?

Unless justified in an acceptable way. Granted, we won't be allowing Commander Shepard or anything, but there'd be no reason to deny somebody like Dracula if they do a good job explaining why.

Also contradicted clearly though. Gilgamesh possibly existed, just not as a demi-god; it could have just not been documented, as many things weren't. Herakles is supposedly based off a greek that did some impressive things that wound up being exaggerated. Medusa's a weird one since she was a monster in the source material, but changed for Fate. But I see your point regardless, and that's why I say Frankenstein could appear; it's a piece of fiction, yes, but all fiction is inspired by something real.

King Arthur is also fictional.

That's because Shakespear is real, and there's no reason to say that he didn't practise magecraft in his time.

I would cite the fact that he's a nontraditional assassin as the reason personally; he fought on par with a Saber-class, which is ridiculous. Frankenstein is fine; she's not appeared in canon, but neither would Beowulf, and you would have allowed him.

Assassin was a completely fictional person whose feats were contradicted in it's own telling, and was never mentioned in the story of his supposed rival. In other words; he didn't exist at all. I would basically say that if they've appeared in canon, they can appear in the RP, but no new fictional people.

Saber has more than one weapon; her spear, sword, and dagger. It's just that she only ever uses her sword. I agree though; that could be changed to letting her mimic the weapon instead.
The rest is overpowered, yeah.

Fictional characters have appeared in canon before. So long as they're canon servants, which Frankenstein is, appeared or not.
Again, there are many legacy titles, there's no need to ban somebody unless they're brokenly strong, in which case there's no reason you can't just ask people to weaken them a little for sake of fairness. If somebody wants the guy that calls himself Benkei and not the real deal, that should be their perogative.
