Again, so long as the world is the same it will likely have the same rules. Unless, that is, the one keeping time in such a state is prevented from continuing to do so. That will be entirely possible later. Not sure how much later yet.

I said to Ventus before, but obviously the message wasn't passed along properly; the Weeping Angels aren't something that are possible to fight, and there is no time to travel at this point, which means that them appearing in the RP isn't something that would be feasible at this point. There's no reason for them to be there at all.

There's only really one reason he'd go back in time the way you're talking, and that's if the world itself willed it. He can still run into trouble and get 'dragged' through time or whatever if that's what you want. Maybe by Darbelans or something? Here's an image for scale.
