Well, technically all 1000 are born, just 1 in a 1000 is alive when that happens. And it's like Okeer says, the only factor that suriviving the Genophage proves you have is the ability to personally survive the genophage. Beyond that, you could still be weak, strong, or malformed.

Plus he knows that bullets can't put down Reapers, and that's all his species has. They aren't a race that's capable of being much more than footsoldiers (or cavalry units), so they're going to take HEAVY losses, even if they can fight the husks better than anyone.
And knowing Wrex, I think he'd do the same thing if it was the humans being damned.

He was blackmailing the rest of the galaxy, because it's the only way they'd comply. Shepard, on the other hand, he was asking sincerely. Everyone else sees a Krogan and says "look, a violent mess waiting to happen", but Shepard has seen the real side to them, and is Wrex's closest friend. If your closest friend had doomed your entire country (for example) to die for what you see as no valid reason, how angry would that make you? You'd flip out at him too, I think.

Not really, I get what he means. I guess that after Wrex is gone, somebody will have to take over, yes. The only thing is, most likely Wrex will choose said person himself, meaning that only somebody suitable would get it. And he would do the same, as would the next, and the next.
