Yes, but Chrono is also an incredible mage without his Device being sentient. Dearche can't make Intelligent Devices the way she made Light's, so it can't be sentient yet, but could easily be upgraded later. Ask Jail after the fight or something.

Intelligent Device just means it's sentient. Doesn't actually refer to it's intelligence.

Intelligent Devices, as opposed to standar Devices, are able to think for themselves. They're able to auto-cast certain spells, suggest tactics to their master, and compensate for aim automatically, even able to act of their own accord while the wielder is unconcious or something, but their cost is a lot higher than a regular device, because of the AI inside them. Light's Device would be a standard Device for now, but I can have it upgraded to Intelligent if you'd like.
