Okay. So, I was thinking the the Grail needs a vessel to manifest, that's the reason for Ilya and her mom. So I thought because this is an alt. universe the Clock Tower loans homunculus to act as one for every Grail War. And another idea was to bring in another servant class dedicated to protect them, the Ruler class.
