Yes, actually. He's an A-Class Dark Piece; the first one of several. A-Classes are essentially boss battles in their own rights, though the reasoning is generally fairly vague. It can be assumed that it's that powerful because so the hell is U-D.

DeadBush and Bushy Brow are two different entities. And Bushy doesn't have any abilities, he just writes that he does. Deadbush can be more powerful, but you need better reasoning.

Oh, the main battle was going to be above the ocean, where 90% of people can fight. Those that can't fly will be fighting from the ships as turrets or against Dark Pieces or whatever.
But you can actually do what you want still, the fighting is not yet, no.

Doom's, Jail's, and possibly Eggmans if it's not flown away by now. Empire ships aren't there yet.

Speaking of which, feel free to just have Fate Levi and Eddie land on one of the ships now. Not Jail's, since his has a major AMF surrounding it, and Levi/Fate would fall out of the sky. Although if they did and landed on the top of the ship, that's fine.
