What happens is that a Device can be programmed, or asked in the case of Intelligent Devices, to autocast certain spells, like Protection or Wing Road, when the time is right. Engaging your barrier jacket is one of those, but as Yuuno proves, a device isn't needed for it. Hell, even Arf is wearing a barrier jacket. Though, barely, let's be honest.
But yeah, essentially a barrier jacket is a special form of condensed magic, designed to protect the user from attacks just heavy armour would, but without impeding movement. By reducing the amount of armour she's wearing, Fate can increase the amount of magic going purely towards her speed, hence Sonic Form.

Bardiche is nothing to do with her Barrier Jacket. She usually says "Sonic Form" and transforms, though Bardiche probably helps a little, I guess. In-battle the transformation can be done by just spinning once, and the transformation happens in a quick flash.
Yellow wings come off her in pairs at her wrists and ankles while in the form.

To answer your question; she always had it, but only used it on-screen in A's. She used it against Reinforce. In StrikerS it's enhanced to Shin Sonic form.

Yes, you do. The clue is that Reinforce, the one with black wings, is the Tome of the Night Sky. The Tome of the Purple Sky is purple, and belongs to Dearche, who wears purple.
