No, it isn't.
The rules don't mention discussion of ROMs and emulators at all. They do say not to talk about "illegal activity such as downloading". The thread you locked didn't make any mention of downloading illegal files. The OP mentioned that she needed a ROM, which can be obtained legally.

...Besides, ROMs and emulators are necessary to make the codes that KHV endorses so much, and coders post screenshots and video of emulator footage all the time...There was even a post on the front page about a new patch for KH2FM+, which can only be applied to a ROM and only played on an emulator.

That's quite a double standard and I have a problem with this.

Emulators, and links to them are allowed. Roms just aren't.
