As for people like Impa, I'm not sure if I stated in the thread, but anybody that is in the games and isn't a big bad, Link, or Zelda will be in the Resistance if someone wishes to play them. So Impa can be in the Resistance, as can any other character, but they have to be claimed first. There's no set list for the Resistance, they're just other characters.
