You don't get Axel as a character in the normal story mode, but he does have a seperate story mode for himself that occurs before the normal one.

Assuming you're referring to the online part. PSU's PC and PS2 servers went down a long time ago now, and the Xbox and Japanese servers joined them fairly recently. As of now, there is no way to continue playing PSU online, but some private servers are said to be under construction. The best that can be suggested is to keep an eye on some of those for the foreseeable future.
